MEFT has summed up the results of taxi industry development in 2020

The business program of the VIII International Eurasian Forum Taxi has been completed. The Forum was held at an unusual time of year, and for the first time it was integrated into the Transport Week series of events. The format of discussions has been innovative: all the events were held online and have been broadcasted on the official Forum website. 

15 panel and working sessions, conferences, round tables and seminars were held during two days of the Forum. Over 1300 people took part in them.

The plenary session "Vectors of cab market development in the new decade" was opened with a welcoming speech of Mayor of Moscow Sergey Sobyanin. He wished everyone to perform a successful work, noting that the event is the largest platform for discussing the issues of taxi activity, improving the quality and safety of passenger taxi services.

During his report, Maxim Liksutov, Deputy Mayor of Moscow, Head of the Department of Transport and Road Transport Infrastructure Development of the city, has noted that the aggregators must guarantee a decent salary for the taxi drivers. “It is necessary that the law enforcement bodies could check the authenticity of foreign driver's license, besides, it is necessary to impute to aggregators the duty to guarantee a proper salary to the drivers”, noted he.

Dmitry Pronin, Deputy Head of the Department of transport and development of road transport infrastructure in Moscow, said that the growth in the number of taxis leads to high accident rate and reduced service level. In his opinion, the introduction of digital taxi driver profiles system can help to solve these problems, as the system will make it possible to check the databases of law enforcement agencies and give work permits only for owners of Russian driver's license.

“It is necessary to search for some balanced solutions, as the positions of federal and regional authorities, public organizations and carriers are often contradictory”, said Alexey Bakirey, Director, Department of State Policy in the field of Automobile and Urban Passenger Transport, Ministry of Transport of the Russian Federation

Anna Krotova, First Deputy Minister of Transport and Road Infrastructure of the Moscow region, had announced that the fines for the absence of a QR code with the information about the carrier inside the taxi car, will be introduced in Moscow region. According to her, since the September 30, 2020 the service on issuing permits for taxi activity is performed only in the electronic form without using any paper forms, while the new permit contains a special QR code. 

"The main negative trend of digital transformation is that the aggregators are not mentioned in any laws and pose themselves just as an information board”, said Deputy Head of GUCODD Moscow Traffic Management Center - Head of the Situation Center Alexander Yevsin.

Russian Quality System (Roskachestvo) plans to develop a detailed cab service quality standard. This was notified by the Deputy Head of the organization Ilya Loevsky.

The adoption of ANO MEFT initiative on the unification of databases of driving licenses of the EAEU states in the EAEU Digital Agenda has become one of the brightest achievements of the Forum. That initiative will be supported by the EAEU Business Council at the December meeting, assured Stanislav Naumov, the moderator of the strategic session, Head of the EAEU Business Council Secretariat.

“Taking into account the emergence of “Eurasian aggregators”, as well as the availability of a common labor market for taxi drivers, the introduction of electronic vehicle passports in the EAEU Member States, we propose to include the project of consolidation and digitization of databases of driving licenses of the Union Member States and send this initiative to the Eurasian Economic Commission, and the Department of Eurasian Integration and CIS countries of the Ministry of Economic Development of the Russian Federation”, reported Stanislav Schwagerus, Head of ANO MEFT Competence Center.
The social risk on the road transport should be minimized, said Norayr Bludyan, Chairman of the Board and Director of TAMA Association at the Forum. He participated in the "Global digitalization: challenges and solutions for the taxi industry" panel session, where he shared his vision of the mechanisms of taxi market regulation. 

The legal position of a taxi driver in Russia leaves much to be desired. This view was expressed by Petr Shkumatov, head of the working group "Protection of Drivers' Rights" of the All-Russian People's Front, coordinator of the Blue Buckets public movement. “It is necessary to register the rights and obligations of all the taxi drivers, as well as mechanisms of their responsibility realization”, he summed up.

The discussion on the taxi law caused a heated debate at the Forum. “The purpose of our discussion is the preparation of the Forum resolution, which will be sent to all the interested parties, as well as to the State Duma. MEFT is a proven public platform that unites all the participants of public relations in the field of taxis, so the final documents that are being formulated on this platform have a special attention", said the Head of ANO MEFT Dina Goryacheva. The forum director proposed to make decisions based on the discussion results in the form of proposals to the "People's program" of the United Russia political party.

The forum business space discussed the whole range of taxi industry development issues: from environmental problems and biological threat prevention to the development of social media in the industry.

In addition, a meeting Meeting of TAMA (Transport Association of Moscow Agglomeration)Taxi Association Coordinating Council and award of the winners of the professional skill competition “The best Moscow taxi driver-2020” took place during the event.

The forum was supported by the Ministry of Transport of Russia, the Moscow City Government and the Public Chamber of Russia.
