Russian deputies recall the bill on taxis to prepare a new one
It has just become known that the State Duma deputies want to withdraw the old bill on taxi regulation and propose a new one.
Vyacheslav Lysakov, First Deputy Chairman of the Duma Committee on State Construction and Legislation, the leader of the Freedom of Choice public drivers organization told about the need of this replacement.
According to him, he was one of the main authors of the bill. However, the Transport Committee had changed the draft so much that the current version of the document won’t be effective.
“The law, if adopted, will create a set of requirements, which, cannot be reflected in the Administrative Violations Code and a huge number of bureaucratic barriers. It is written in such a poor quality so there will be no possibility to integrate this law into the exising legislation”, the parliamentarian said.
According to Vyacheslav Lysakov, it would be more appropriate today to talk about the version of the law proposed by the Federation Council and conceptually close to its original draft.
Let us recall that the bill on the taxi regulation is now being prepared for the second reading in the State Duma.
