The Federation Council proposes to adopt Turchak's taxi bill
Irina Rukavishnikova, First Deputy Chairman of the Constitutional Committee of the Federation Council, asks to consider a bill on taxi, developed by Andrey Turchak, Vice-Speaker of the Federation Council, as the document meets the up-to-date requirements and the realities of the transport market.
Earlier, the State Duma Committee on Transport and Construction withdrew the bill from consideration, referring to some disagreements with the government in the area of self-employed.
“There are situations, when the shortcut should be chosen from all possible ways. The taxi market exists without sufficient amount of legislative regulation, which is extremely inconvenient for passengers, drivers, companies-carriers. That's why this sphere definitely needs to be regulated as soon as possible”, Irina Rukavishnikova told RIA Novosti on Wednesday.
She reminded that the bill of 2018, introduced by the deputies of the State Duma, has already received four negative reviews and constantly needs improvements. “It is a loss of time. Probably, the authors of that bill should have the courage to withdraw this bill from discussion and return to the rejected project of Andrey Turchak”, she added.
According to her, the above-mentioned bill meets all the up-to-date requirements of the time and the realities of the taxi market, so ”the soonest consideration and adoption of the bill will bring great benefit to the market, to the law and certainly to all the consumers of taxi services.
